Working For Legislative Reform
The Senate has passed a series of solid reforms to restore public confidence in the integrity of state government. Four actions particularly stand out. Senator Dinniman actively supported and voted for each of these reforms. They include:
1. Act 3 of 2008 - Initiated in the Senate, passed by the House, and signed by the Governor, Act 3 of 2008 creates a new Right-To-Know law that applies to all units of state and local government, including the legislature.
2. Senate Bill 729 - Requires the Commonwealth, all local school districts, townships, boroughs, and other government agencies to post the names, titles, and salaries of all employees. This bill awaits action in the House.
3. Senate Bill 986 - Bans all bonuses for state employees. This bill awaits action in the House.
4. Reforms were passed regarding the rules of the Senate and the way it operates, including no late night sessions and requiring all amendments to bills to be posted on the Internet before being voted upon.
These reforms are all part of an effort to create an open legislative process that puts the public interest first.
